Being Text of the Speech by His Excellency, Executive Governor of Nasarawa State, Alhaji (Dr.) Aliyu Akwe Doma, OON (Madauchin Doma), on the Occasion of the Inauguration of Members of the Management Committees of Development Areas, Thursday, 25th June, 2009

PROTOCOL:

It gives me great pleasure to address you today on the occasion of the inauguration of the recently constituted Development Area Management Committees of the 16 Development Areas in the State.

It would be recalled that on the occasion of the swearing-in ceremony of elected Local Government Chairmen on 4th November, 2008, I assured all and sundry that Development Areas shall remain an integral part of Local Government Administration in Nasarawa State. This is in keeping with the desire and aspirations of our people for rapid socio-economic development. I also indicated that appropriate guidelines will be put in place for the effective management of the Development Areas.

In fulfilment of this promise, Government recently enacted the Nasarawa State Local Government Law, 2009, with a view to giving clearer focus and direction towards accelerated development in the Development Areas.

The Law provides for effective and harmonious operational relationships between the key operators of Administration at the grassroots, notably, Local Government Councils, Development Area Management Committees, Traditional Rulers and the Community.

Ladies and gentlemen, let me stress that in appointing the members of the Management Committees, due consideration was given to their background, personal integrity, commitment and contributions to the development of their communities.

Having met our set criteria, I am confident that the appointees will work assiduously to provide the desired impetus for rapid development at the grassroots. I congratulate the members of the Committees for their well deserved appointment.

However, I need to point out that as members of the Management Committees of your respective Development Areas, you are charged with initiating and coordinating all activities in the Areas and advising the Local Government Councils, from time to time, on the development efforts in your respective Areas.

You are also required to familiarise yourselves with the policy thrust of this Administration as enunciated in the 13-point Agenda. In doing so, I expect you to liaise closely and collaborate with the State and Local Government Agencies towards the realisation of the lofty ideals of the Agenda.

You also need to realise that your appointment is coming at a crucial time when the Administration is consolidating on the gains of democratic governance. As you are all aware, we have in the past two years, implemented policies and programmes aimed at the socio-economic transformation of the State, particularly in the areas of massive Road Construction, Education, Health, Rural and Urban Development, Potable Water Supply and Agriculture.

You must, therefore, liaise with the Local Government and Traditional Councils to ensure that only projects and programmes that have direct and sustainable benefit to your communities are embarked upon.

At this juncture, it is imperative to reiterate the need for prudent management of available resources in the light of our current economic realities.

Ladies and gentlemen, I cannot end this address without calling on all of us to take cognisance of the fact that the constitution of the Development Area Management Committees is based on our determination to bring governance closer to the people. It is, therefore, expedient for all of us to make the task of the Committees less cumbersome by cooperating with them to achieve the desired objectives.

To the entire people of Nasarawa State, I wish to express my special gratitude to you all for the support you have continued to give to this Administration. I wish to once again assure you of our commitment to continue to work for the fulfilment of the dreams of our founding fathers.

On this note, it is now my pleasure to inaugurate the Development Area Management Committees for the 16 Development Areas in Nasarawa State.
