A lecturer in Jigawa state polytechnic Dutse, Mallam Hussaini Shehu has said the payment of N7,000 security social allowance to people with disability in the state was not a lasting solution to begging.
Mallam Shehu, who was a participant at a two-day workshop on “Inclusion of vulnerability in water and sanitation” said that the N7,000 stipend introduced by Governor Sule Lamido was not the remedy to the problem.
He emphasized that the lasting solution to the problem of the disabled lay in the introduction of skills acquisition programme to make them self-reliant.
“Skills acquisition and rehabilitation centres of the physically challenged could assist the disabled to become important people in the society”.
Mallam Shehu noted that only few of the handicapped people in the state were benefiting from the programme, and that the stipend would not stop begging in the state.
“I know that if the state government did not take bold step in monitoring the disbursement of the allowances some individuals will divert the fund meant for the betterment of the physically challenged.
He said that the government should have consulted widely before introducing the policy because teaching someone how to catch fish is better than catching fish for him.
