Being Text of a Speech by His Excellency, Alhaji Aliyu Akwe Doma, OON (Garkuwan Doma), Executive Governor of Nasarawa State on the Occasion of the Launching of the North Central Zone Chapter of the National Women Coalition on HIV/AIDS (NAWOCA) Held at the City Hall, Lafia, Monday, 21st July, 2008.
PROTOCOLS:
I am grateful to the Almighty Allah for the opportunity to welcome Her Excellency, Hajiya Turai Umaru Yar’Adua, the First Lady of the Federal Republic of Nigeria, and Her Excellency Madame Laraba Tandja, the First Lady of the Republic of Niger, to Lafia on this historic and humanitarian visit.
We are indeed grateful to Your Excellency for kindly accepting to be in Nasarawa State today to launch the North Central Zone Chapter of the National Women Coalition Against HIV/AIDS (NAWOCA).
The people of Nasarawa State recall with gratitude that in May this year, Your Excellency visited the State, along with another distinguished daughter of Africa, Her Excellency, Mrs. Maureen Mwanawasa, the First Lady of the Republic of Zambia. On that occasion, you inspected the Women Initiative on Sex Education and Economic Empowerment project at Karu. The visit reinforced our determination in the State to continually embark on projects and initiatives aimed at improving our healthcare delivery system.
Your Excellency, we cannot thank you enough for the honour done to Nasarawa State, by coming to us two times in person this year, and each time with a distinguished daughter of Africa. We shall always cherish your love and affection for the State and the wellbeing of the people.
Your Excellency, let me also, on behalf of my colleagues, the Executive Governors and indeed the entire people of the North Central Zone, express our appreciation for having our zonal chapter of NAWOCA to be the first to be launched in the country. This is an honour that we hold dearly and shall justify the confidence reposed in us.
Ladies and gentlemen, permit me to specially commend the First Lady of Nigeria for her determination and tireless efforts in championing the cause of women and girls who suffer discrimination and neglect as a result of the HIV/AIDS pandemic.
There is no doubt that, HIV/AIDS is one of the greatest challenges facing the health care delivery system in Nigeria. It is a threat to our future generations and a challenge to all of us. We must therefore collectively show concern for both the infected and the affected members of our society. It is against this background that our zone considers the First Lady’s initiative as a critical component of our struggle against HIV/AIDS.
In Nasarawa State, we have developed a healthcare delivery system with emphasis on preventive healthcare. This is premised on the fact that a healthy population is an asset to any nation.
Our healthcare delivery system pays due attention to the challenges of people living with HIV/AIDS in the State. Some of the measures currently in place, are:
At this juncture, let me also commend the efforts of the Office of the Wife of the Executive Governor of Nasarawa State for her contributions to the health of women and girls in the State. Through her pet project, she has been able to establish the Taimako Screening Centre for Breast and Cervix. Government will continue to support this and other laudable projects that are designed to promote healthcare among our women.
Ladies and gentlemen, I cannot end this address without expressing our gratitude and appreciation to Madame Laraba Mamadou Tandja, First Lady of the Republic of Niger for finding time to be with us today. We cherish the historical ties between Nigeria and the Republic of Niger and are glad to know that the two First Ladies are actively engaged in the crusade against HIV/AIDS in Africa, and indeed the world.
In conclusion, I must thank the wives of the Executive Governors of the States in the North Central Zone, as well as the Wife of the Minister of the Federal Capital Territory, for organizing this launching. On behalf of my colleagues, the State Governors, I commend you all for a job well done and assure you that we shall continue to support the work of NAWOCA in the zone for the good of all.

- The provision of free anti-retroviral treatment for those infected with HIV/AIDS;
- The establishment of confidential counselling and testing centres at various locations;
- Regular support to Non-Governmental Organisations engaged in HIV/AIDS activities in the State;

Through her pet project, she has been able to establish the Taimako Screening Centre for Breast and Cervix.
