Address By His Excellency, Umaru Tanko Al-Makura, Governor of Nasarawa State, On The Occasion of the Swearing-in of the Secretary to the State Government and the Head of Civil Service, Lafia: Monday, 20th June, 2011.

PROTOCOL:

It is with gratitude to God the Almighty that I welcome you all to this swearing-in ceremony of the first set of public service appointments to be made by this Administration, to wit, the Secretary to the State Government and the Head of Civil Service. These appointments are intended to kick-start the process of efficient service delivery, which is the fundamental responsibility of Government.

You would all recall that on assumption of Office on 29th May, 2011 as Governor of Nasarawa State, I pledged to put in place an efficient, dynamic and selfless public service as a pre-requisite for the effective implementation of the policies and programmes of our Government. In so-doing, it became imperative to appoint capable hands into positions of high responsibility, for the achievement of these objectives.

In this connection, a meticulous process of selecting these appointees was undertaken, including broad consultation with stakeholders. Cognizance was taken of their wealth of experience, competence, proven integrity, dedication and track record of service. I am therefore satisfied that the appointees will provide good guidance to this Administration in the pursuit of our development agenda.

Ladies and gentlemen, you are aware that the offices of the Secretary to the State Government and the Head of Civil Service constitute the fulcrum of service.  Indeed, they serve as the nerve centre of Government.  It is for this reason that the two officers just sworn-in today are expected to play a vital role in our service to the people of Nasarawa State.

My dear appointees, I urge you to consider your appointment as a call to offer selfless and dedicated service to the people of this State. You are obliged to bring your vast experience in public service to bear in the discharge of your assigned duties. You must, therefore, eschew parochial, self serving and unethical tendencies in the performance of your responsibilities.

As from this moment, you are expected to regard the entire State as your constituency. You should also serve as links between Government and the people towards creating a mutually beneficial relationship for the growth and development of our dear State.

Ladies and gentlemen, let me reiterate that in the enormous task of rebuilding the State, our CPC Administration is committed to the principles of transparency, accountability and sacrifice. I therefore expect all public officers to imbibe these virtues in their general conduct. Government will not hesitate, at any time, to take appropriate disciplinary action on erring public officers.

At this juncture, I consider it necessary to call on the Civil Service of the State, and indeed, all and sundry to accord the appointees maximum support and cooperation in the discharge of this onerous responsibility. We should, therefore, avoid the practice of distracting them and all other public officers, through undue pressures and unbecoming demands for patronage.

Ladies and gentlemen, perhaps I should use the opportunity of this occasion to express Government concern about reports of recent clashes between farmers and pastoralists in some parts of the State. I call on all concerned to restrain themselves, as well as, exercise the spirit of accommodation at all times.

Government will continue to do everything that is required to ensure the protection of lives and property in the State. I must however, call on all residents of Nasarawa State to imbibe the virtues of communal harmony, social understanding and tolerance for one another. Only in this way shall we attain the expected socio-economic renewal. 

On this note, on behalf of the Government and people of Nasarawa State, I formally congratulate the Secretary to the State Government and the Head of Civil Service on your well-deserved appointment. Always remember to abide by the oath of office which you have just taken.
